Live Event Development Cell (LEDC)Background
Hon’ble Prime Minister has underscored the immense and untapped potential of India’s Live Concert Economy and called for coordinated efforts to position India as a global hub for live entertainment. Recognising the sector’s capacity to generate large-scale employment, stimulate tourism, attract domestic and foreign investment, and enhance India’s cultural soft power, the Ministry has initiated structured institutional measures to promote and regulate the ecosystem.
Constitution of LEDC
In this context, the Live Event Development Cell (LEDC) (earlier Joint Working Group) has been constituted as a multi-stakeholder institutional mechanism for the promotion and development of India’s Live Event and Concert Industry.
The LEDC comprises representatives from:
- Relevant Central Ministries/Departments
- State Governments
- Industry associations
Mandate
The Live Event Development Cell (LEDC) is mandated to identify regulatory, infrastructural and operational bottlenecks in the organisation of live events and concerts, and to recommend measures aimed at improving ease of doing business in the live entertainment sector. It facilitates coordinated action between the Centre and the States on permissions, safety norms, taxation and compliance frameworks, while also promoting the development of world-class infrastructure and event venues. The LEDC further seeks to encourage skilling, professionalisation and the creation and promotion of Indian cultural intellectual property (IP), with the overarching objective of positioning India among the top global destinations for live entertainment by 2030.
Meetings and Progress
Meetings of the LEDC have been convened with stakeholders under the chairmanship of Secretary, Ministry of Information & Broadcasting, to review progress, deliberate on key issues, and chart the way forward for the development of the live event and concert ecosystem in the country.
Key Initiative: Single Window Portal
As a major reform initiative, a Single Window Portal is being developed by India Cine Hub to integrate State-level permission systems and streamline the issuance of licences/permissions for organising live concerts and events. The portal aims to:
- Reduce approval timelines
- Improve transparency and predictability
- Enhance inter-departmental coordination
- Strengthen ease of doing business
Way Forward
The LEDC will continue structured consultations with stakeholders and States to operationalise the Execution Framework for the Live Entertainment Economy. Focus areas include regulatory simplification, infrastructure augmentation, skilling initiatives, and global positioning of India as a premier live event destination.
