We have immense pleasure in placing before you this E-book on the functioning and plans of the Ministry of Information & Broadcasting. The I&B Ministry’s mandate spans press, publicity, training, films, social media, publishing books & periodicals as well as regulating broadcasting. DD (Doordarshan) and AIR (All India Radio) - national broadcasters and the recognized faces of the I&B Ministry- have been placed under a statutory autonomous body, Prasar Bharati, since 1997. The complex architecture of the I&B Ministry encapsulates its historical evolution since independence. While we are active players in some spheres of mass-media, we are ‘regulators’ and ‘facilitators’ in some others. In the process, we remain committed to goals of social welfare through information & broadcasting.

The I&B Ministry acts as an interface between the government and the people. The Task of the Ministry is to communicate the policies and programmes of the government clearly to people over radio, television, newspapers and social media. The I&B Ministry rendered yeoman service in propagating various schemes launched by government such as ‘Swachh Bharat Abhiyaan’, ‘Pradhan Mantri Jan Dhan Yojana’ etc. The Prime Minister Shri Narendra Modi believes in opening up all communication channels with the public. He has chosen AIR as the dedicated mode of speaking to masses in “Mann Ki Baat”. With services like ‘DD-Kisan’ Channel and expansion of ‘Community Radios’ in the pipeline, the I&B Ministry has plans to extend the Information Revolution for the benefit of customized audiences.

India has maintained the tradition of a free press since the publication of its first newspaper viz. J.A. Hickey’s Bengal Gazette (1780). The I&B Ministry exercises no control over the publication contents,

but only accords registration to the publisher after authentication. Television broadcast was liberalized through the Cable Television Networks (Regulation) Act, 1995.

Information, broadcasting and communication are heading towards a convergence. The I&B Ministry has made its presence on web platforms. This has facilitated webcast of important government programmes, besides building up an online archive. You may browse through this E-book to gain an insight into how the I&B Ministry is serving the nation.

It gives me immense pleasure to share the e-book of this Ministry against the backdrop of the New Paradigm shift in the communication arena. The Ministry of Information and Broadcasting has redefined its role in the present information and communication scenario. With core competence of communication skills and outreach management, the Ministry embarked upon the Social Media space at the right time and has developed working expertise to handle Social Media requirements through its communication hub.

Another area where the Information & Broadcasting Ministry has been reshaping its approach to communication is through a concerted multimedia 360 degree approach, wherein any given campaign is handled by media units across the Information, Broadcasting and Film wings of the Ministry with force multiplier effect for scaling up the outreach programme.

Various Flagship programmes of the Government, including Pradhan Mantri Jan Dhan Yojana, Beti Bachao Beti Padhao, Make in India, Digital India – have been put on a campaign mode through this multi-media 360 degree approach. This has not only resulted in the effective creation of awareness about these programmes but has also facilitated feedback and monitoring with greater precision and accuracy.

The concerted – combined – force multiplied action by various media units across the Information, Broadcasting and Film wings of the Ministry with a sharp focus on the theme and messages of the campaign of the Government has resulted in a new paradigm shift in the policy efficacy of the Information & Broadcasting Ministry.

Major initiatives of the I&B Ministry

National Film Heritage Mission (NFHM) to preserve India’s film legacy

⊛ Films are being produced in India for the last one hundred years. The cumulative number of feature films produced across 25 languages in the country since 1913 is approximately 42,000.

⊛ Each film memorializes the collective labour of hundreds of persons and depicts an aspect of India in some way. But the celluloid film negatives and prints are perishable. Their succumbing to the ravages of time, climate and plain human neglect would also imply loss of cultural inheritance. They need to be preserved and digitized for the benefit of future generations.

⊛ It is with this objective in mind that the Ministry of Information & Broadcasting has planned a ‘National Film Heritage Mission’ (NFHM). The Mission, with an estimated cost of Rs.597.41 crore, would be spread over seven years from FY.2014-15 to FY.2020-2021. The cost of Phase-I of the project is Rs.24.23 crore while it would entail an expenditure of Rs.9.30 crore in Phase-II.

⊛ The project would involve collection of film prints for assessment of their residual life; preventive conservation of 1,32,000 film reels; picture and sound restoration of 1145 films and 1108 short films; digitization of 1200 feature films and 1660 short films; construction of archival and preservation facilities with controlled conditions at the National Film Archive of India’s campus at Pune etc. For details logon to: http://filmsdivision.org/

⊛ As part of an up-gradation programme, the Auditoria have been equipped with a modern digital cinema projector with servers, Silver Screens, 3D projection system and state of the art, Dolby Atmos sound system in one of the auditoria and with a Dolby 7.1 system in the remaining auditoria. The total expenditure incurred during the year 2014-15 is Rs. 5.35 crore.

Renovation Of Films Division Auditorium

⊛ Films Division Auditorium, Mahadev Road, New Delhi functioning since 1967, has been used for screening of films produced or released by Films Division for the benefit of subject specialists and the Ministry of Information and Broadcasting.

⊛ The Auditorium had only celluloid projection facility with Dolby surround system and was suffering from major structural issues because the building is very old. As the building is a part of Lutyen's Delhi, it was not possible to make any structural changes to it.

⊛ It was planned to redevelop the entire complex as a hub for cinematic activity, with a focus on documentary, animation and short films, as also to provide a space for independent cinema screenings. Hence, a major renovation with an expenditure of Rs 2.75 crores was planned for optimal utilization of the space available and to improve the cinematic experience of viewers in the main auditorium.

⊛ After renovation, it has a 140 seating capacity main auditorium with the latest type of 3D Digital Projection System, 7.1 Dolby Surround Sound System with JBL Speakers and Amplifiers and a silver screen; a 36 seat lecture-cum-mini video theatre with complete acoustics and 5.1 Digital Surround Sound and Martin Audio Speakers enabling theatres to project digital video content in HD resolution; and a multi-purpose hall for group discussions with a small screening set up and a cafeteria.
